The deputy prime minister for economic policy and financial systems of Montenegro since 2006, Vujica Lazovic has moved into this political role backed by a PhD in economics. Hugely accessible --- all I had to do was drop a mail that I was coming to this 13,812 sq km nation, about the size of

Nagaland --- Lazovic was undeterred by the rather persistent questioning on how the government is building a nation. He teaches economics at the State University of Montenegro. His favourite economists? A long pause, then: "Initially it was (John Maynard) Keynes but now it's Paul Krugman."

Excerpts from an interview:

As a young country, how are you coping with nation building?
Montenegro is a young and an old country. We were an independent country 1,000 years ago, but we had a referendum in 2006 and have regained our independence. We are a small country, small and beautiful country --- you can see it all around. This is our advantage and at the same time our disadvantage. Because if you hold natural resources, people approach it differently. They think we have these beautiful natural resources and so we don't need to work hard --- this is a classical economic lesson. But now we have a new economic situation because we have privatised 85% of our economy. This will be good for our economic development, for example in the tourism sector like hotels and services.

Like this hotel Maestral we're in?
Yes. Earlier, this was not a good hotel. It was only two stars, now it is four stars and is a modern resort.

So, where does Montenegro stand in the global economy?
We want to develop services. We want to develop tourism, high quality tourism. Our coastline is nearly 300 km which is not enough for mass tourism; it is good for high quality tourism. We want to develop education. We want to prepare a package of offers for agriculture.

You have applied for membership of the European Union (EU). Isn't the timing a little off?
This is very, very important for Montenegro --- for three reasons. First, Montenegro has shown economic growth in the crisis time. Last year, our GDP rose by 2.5%. This year, we predict 2.5-3.0%. In 2008 too we had economic growth. We are a small, open economy and it was a very dangerous time but our policies saved the economy and industries.

The second point is that we have political stability. It is not turbulent, which is a good sign for potential investors. We have a very attractive fiscal and economic system. Our corporate tax rate is only 9%. Other taxes are also low.

The third point is that Montenegro has very good relationships with the entire neighbourhood. This is very important for the Balkan region. We are seen to be providing stability to the whole region.

But why are you interested in joining the EU? The Euro is collapsing. Your currency is the Euro, even though you are not allowed to use it. So, the money supply to Montenegro is out of your control.
We opened the process many years before the crisis. European integration is a philosophy, it is a question of adopting standards. It is important to us to use European funds to develop our infrastructure. We can't build high quality tourism if we don't have high quality infrastructure.

But why Europe? One country after another is imploding.
We still believe in EU. Yes, EU has problem now. But I hope Germany, France and England will find a solution. This is not a project of yesterday, this is a project of 15 years ago. My friend and advisor, an academic from the US, asks the same question --- you are a beautiful small country, why are you joining the EU when there is potential bankruptcy ahead, they will corner you.

Yes, that's all correct. It will be a big cost on a young nation.
But it's our approach now. If we come across a problem, we'll find a solution.

Sorry to push you, but I don't understand this approach. Why is Montenegro jumping into the fire?
See, the steps to joining the EU are all very good, things we want. The steps of joining are very interesting for us. We reorganise our judiciary system, that's good. We reorganise our educational system for European standards, that's also good. We develop information society, that's also good. We try to organise our state administration and make it more efficient, that's also good.

So, whether you finally join or not is irrelevant.
Yes.

So, what should an Indian tourist look for when coming here? The flights are very expensive, it is so far away, access is low. It is a beautiful country that's very difficult to reach. Nobody even knows such a country exists.
You are absolutely right. It is very important that people from India visit Montenegro for tourism. It will be nice if an Indian companies cooperate with our National tourism organization. This will be an area for our negotiation with Indian government. If we find some economic solution, it will be very interesting.

How will you change that? The tickets, for instance, are so expensive.
The first solution is to prepare some special agreement.

Let me rephrase the question. It's such a lovely weather but your beaches are empty.
In the past we had the summer season only for three or four months, from June through September. But this year we have good weather. For the past 100 days, we haven't had rain. But this hotel we're sitting in is fully occupied. It is very important for us to change the thinking of our entrepreneurs who engage in the tourism business --- they must prepare a package for the whole year. We have 263 sunshine days per year. This is good for tourism and for solar energy.

What about investors, what should an Indian investor look for while investing in Montenegro?
Unfortunately, we do not have enough state communication to build our economic cooperation. But our government is now working towards establishing new communication channels with the Indian government to get investors. We have Indian investors who are interested in investing in an aluminium factory, in tourism, in coal mining, in energy sector. It's a good sign for us.

I was noticing the property developments in Budva and around. They are very haphazard. There are some which are well planned, but most are not. It seems as if the rule of law does not apply.
This is a transition time. At one point we had very active investors from Europe --- Eastern, Middle and Western. They wanted to buy land and develop building projects --- hotels and homes. But our administrative capacity was not adequate to regulate them. Now, we stop them, we forbid them. We control the entire territory and if you try to raise a building without local community or state permission, you will be arrested and jailed. It's very strict.

This is very important because the entire beauty of Montenegro rests on a good view. If you don't control this, nobody will buy.
It will stop now. We were getting more than Euro 1,000 per capita of foreign direct investment per year. Now it's under control and I hope it remains that way.

I was at Porto Montenegro yesterday and it seems to be one amazing yachting destination.
Yes, this will become the main Mediterranean berth for big yachts. That project is going to transform the whole coastline and the economy of Montenegro.

Yachting and the economy?
Yes, the very, very rich people from across the world will come here. They will use helicopters, eat organic food. They will transform our tourism. There will be employment avenues for repair, maintenance and so on. This project (Porto Montenegro) is the best promotion of our country. If the rich come to Montenegro once, they will come again and again. It is very important to be on the map of the yachting tours.

Finally, I come back to my first question. How are you building your country? Out of the blue, you have got yourself a country, you need to set up governance mechanisms --- politics, administration, judiciary. You need to look at trade, investments, human rights, ecology, climate change…everything.
It looks difficult but in fact it's not so. We have a population of 625,000 which is very small. So if we have a good vision, we can get there. What is our vision? Our vision is that by 2025, Montenegro will be a country with its main income from tourism, financial services, agriculture, education and health tourism. Most important, we are looking at energy.

What are you planning in energy?
We use only 17% of our hydro power potential. Montenegro has a lot of mountain rivers and we can put up hydro plants. We also have good reserves of oil and gas undersea. At the end of this year we will open an international tender for research in the first stage. In the second stage we will open for exploration.

But that is incompatible with high quality tourism --- this beautiful beach will turn black.
Yes, absolutely. But we will see how to prevent that. We also have a very interesting project --- an undersea cable from Montenegro to Italy, across the Adriatic Sea. Italy and other European countries are deficit in renewable energy. We are planning to become a point of regional network and transport this energy to Italy. We will also open special energy markets here. We will create capacity to collect energy from other countries like Serbia and Albania and transport this energy.

So, in a nutshell, tourism and financial services, agriculture and energy, health and education tourism is our chance to grow our economy. We have prepared a strategy and action plans. This is our chance.

Why would a country join a group of loose political affiliations when the whole world is creaking under its possible implosion? As a political-economy entity, the European Union (EU) is under threat and its currency, the Euro, wondering what next. Greece, a statistically-insignificant

constituent, may walk out; Spain and Portugal could be next; but most important, Italy, a G20 nation, is standing on the edge of a financial precipice. So, why is Montenegro - a small, young and beautiful nation - wanting to join the EU?

"We still believe in EU," Montenegro deputy prime minister for economic policy and financial systems Vujica Lazovic told me as we sat in hotel Maestral overlooking the Adriatic sea. "It is very, very important for Montenegro." A nation in the making, this breakaway country of former Yugoslavia that got independence from Serbia five years ago and joined the World Trade Organisation last week on December 17, is possibly the most optimistic about the future of EU.

An economist, who has moved his favour from John Maynard Keynes to Paul Krugman following the economic crisis, Lazovic listed three reasons for integrating Montenegro into EU. "First, Montenegro has shown economic growth in the crisis time. The second point is that we have political stability. The third point is that Montenegro has very good relationships with the entire neighbourhood and we are seen to be providing stability to the whole region."

As I drove around this country that's as large as Nagaland, I began to see the connections between politics, wealth and development come to life. This 13,812 sq km country has a scenic geography with Dinaric mountains overlooking a 300 km coastline of the Adriatic Sea. As a result, the wealthy of the world are converging here, buying properties and yachts. But in order to be a high-end tourist destination, the underlying political infrastructure like planned development, property titles, law and order is missing.

We can't build high quality tourism if we don't have high quality infrastructure." So, the country is reorganising its judiciary, education, administration and so on, keeping this need in mind.

One of the problems in Budva, a coastal municipality about a two-hour drive over black mountains from the capital Podgorica, is the unplanned proliferation of houses. "The biggest danger here is that if you buy a villa overlooking the sea," a property investor told me on condition of anonymity, "without warning, the view you bought will get covered by an illegal building, turning your investment into dust." Sure enough, the villas overlooking the sea hide many behind them. Corruption by serving officials is rampant.

"This is a transition time," Lazovic said. "At one point we had very active investors from Europe - Eastern, Middle and Western. They wanted to buy land and develop building projects - hotels and homes. But our administrative capacity was not adequate to regulate them. Now…if you try to raise a building without local community or state permission, you will be arrested and jailed." It was only three months ago, in September, that the country established the office of a Notary. Prior to this, properties had to be registered by the court.

But if you want to see a country being built - physically and strategically - drive an hour North to Tivat and hit the beautiful Porto Montenegro, a waterfront development positioned to attract the wealthy. Run by Canadian businessman Peter Munk, this is a marina for 650 luxury yachts - 150 of them being superyachts that go as long as 150 metres - with houses and shops thrown in. Unashamedly upmarket, undoubtedly a vacation haven for the rich, Porto Montenegro goes a step beyond that Lazovic hoped will "transform the economy of Montenegro". To me this looked like fantasyland but Lazovic had a different take.

Apart from high-end tourism, Montenegro aims to work its agriculture, energy, health and education to drive its economy. This includes exploitation of undersea reserves of oil and gas, an international tender for which will be opened this month. The risk: the beautiful beaches will turn black, and is perhaps something that is incompatible with high-end tourism. I told him that.

"Yes, absolutely," Lazovic agreed. "But we will see how to prevent that." Meanwhile, joining the EU has become a public priority for this nation of 650,000 people. Over the next few months, the Montenegrin government will begin accession negotiations that will begin in June 2012. A property manager told me she was unsure about the country joining the EU but would be happy with the pension she gets once the country is in tune with EU labour norms.

But while Montenegro's hurry to join the EU reminds us of the way Greece did in 1981, its real goal - to help the accession help strengthen its infrastructure and systems to attract the global wealthy - will probably see it through. Of course, the fact that it will be among the few European economies that will grow by almost 3% this year will ease the negotiations. "We have prepared a strategy and action plans," Lazovic said. "This is our chance."

No Ryanair in Montenegro in 2012

Europe’s largest low cost airline, Ryanair, won’t be commencing flights to Montenegro before 2013. Originally, the airline was planned to inaugurate flights to Podgorica this winter season but negotiations between Ryanair and the Montenegrin government broke down after it requested for the no frills airline carry 100.000 passengers out of Podgorica in one year and a further 50.000 passengers during the low season, from October until May. Petar Ivanović, the head of the Agency for the Promotion of Foreign Investments in Montenegro, said recently that Ryanair won’t start flights to the country next year either because the government has missed its opportunity to attract the carrier. He outlined that Ryanair has already compiled a list of destinations it will launch in 2013 and neither Podgorica nor Tivat is on it.

Ryanair flights to Montenegro would not only provide inexpensive travel but also allow for passenger growth at Montenegro’s airports. In the first ten months of the year Podgorica Airport handled 528.577 passengers while rival Tivat welcomed 624.009 passengers. Tivat has seen significant passenger growth, already surpassing the 2010 end of year result when it handled 541.386 passengers.

Currently, no low cost airline operates flights to Montenegro, with the exception of the semi low cost Air Berlin which maintains seasonal summer flights from Nuremberg to Tivat. It is estimated that many passengers looking for inexpensive travel to and from Montenegro are turning to Dubrovnik in Croatia instead.

There are birthday parties, and then there was Nathaniel Rothschild’s party this past July. The financier, scion of the prominent banking family and future baron was turning 40 and spent £1 million on the weekend-long extravaganza. The venue: Porto Montenegro, a newly developed luxury resort and marina in the Montenegrin coastal town of Tivat, on the southeast side of the Adriatic Sea. It was the sort of gathering that marks the end of an era or the birth of an empire—and in a way, for Europe’s youngest and smallest democracy, it was both.

Four hundred guests arrived at the village airport on private jets or stepped off the fleet of super-yachts that washed ashore from the world’s most glamorous tax havens—the Grenadines, Gibraltar, Grand Cayman. The black-and-white-tiled infinity pool at Porto Montenegro stretches 213 feet and features panoramic views of the Bay of Kotor. It's believed to be the longest infinity pool in the five-year history of the Republic of Montenegro, and a construction crew is currently at work on a surrounding teak deck, rows of cabanas, and a DJ platform. On the opposite shore is a cluster of squat gray houses where Yugoslav Army officers once vacationed.

The soiree is the highlight of what local officials predict will be the most exciting summer in the history of Porto Montenegro—largely because it's going to be the first summer in the history of Porto Montenegro. Three years after breaking ground, the resort town—located in the western city of Tivat—is preparing to celebrate its first fully functional season. Porto Montenegro encompasses 60 acres of beachfront real estate and has water rights to 160 acres along the Bay of Kotor, which, local officials note, leads to the Adriatic Sea, which leads to the Mediterranean Sea. When all the construction is completed in five or six years, Porto Montenegro will include a luxury hotel, a casino, 700 apartments, and 650 yacht berths. In the meantime, according to Kingsmill, condominium prices have already risen from $600 to nearly $2,000 per square foot. If all goes as planned, Rothschild could celebrate his 50th birthday there, too.The pool, now empty, is expected to be filled by July. That's when British ex-hedge-fund manager and Rothschild scion Nathaniel Rothschild will celebrate his 40th birthday with 400 of his closest friends. According to Colin Kingsmill, Porto Montenegro's sales and marketing director, Rothschild's guests will include the ritziest, wealthiest, and most photogenic people on earth. EX-YU aviation news: Ryanair to Montenegro: "The Montenegrin Minister for Sustainable Development and Tourism, Predrag Sekulić, has announced that Ryanair is prepared to begin services to both Podgorica and Tivat this September. Besides Ryanair, the Montenegrin Government is negotiating with both easyJet and Wizz Air. However, only Ryanair is prepared to begin services this year. On the other hand, easyJet and Wizz Air are also interested in commencing flights to Montenegro but only from 2012. Sekulić told the Antena M radio station, “They [Ryanair] would initially operate flights from Great Britain, from London and Glasgow, to both Podgorica and Tivat. Prices will be in line with airline policy”.

The new low cost arrivals will prove problematic for the debt ridden Montenegro Airlines which has said that talks between the government and low cost airlines are unjustified. Montenegro Airlines’ CEO has previously stated that low cost airlines will operate during the summer season and take passengers away from Montenegro Airlines on routes the carrier has nurtured throughout the year.

This summer, Montenegro Airlines operates 3 flights per week from Podgorica to London Gatwick Airport. On the other hand, Ryanair has bases at both London Luton and London Stansted, with the latter being the largest base in its network.

"Montenegro sees one of the most impressive improvements this year out of all countries, going up by a full 16 places to 36th overall, just behind Croatia in the region. The country’s policy rules and regulations for the sector have improved substantially, now ranked 10th in this area; it is also prioritizing the sector more strongly. Montenegro has a strong affinity for Travel & Tourism (ranked 7th), perhaps not surprising given the importance of the sector for the country’s economy. Yet while tourism infrastructure is already well developed (ranked 25th), ground transport infrastructure (109th) and air transport infrastructure (62nd) could be further improved to reinforce the country’s T&T competitiveness. Turkey is ranked 29th in Europe and 50th in the TTCI, up six places since the last assessment. The country certainly benefits from its rich cultural heritage,with 17 World Heritage cultural sites, 2 World Heritage natural sites, several international fairs and exhibitions,and strong creative industries. In addition, the policy rules and regulations governing the sector are supportive and have improved since the 2009 T&T Report (ranked 34th). However, the country’s overall T&T competitiveness is held back by worries about safety and security (97th), particularly related to terrorism and concerns about the ability of the police to provide protection from crime and violence. Health and hygiene is also a comparative weakness (67th), as well as ground transport infrastructure inadequacies (especially railroads and ports). In addition, further attention must be placed on
protecting the country’s natural resources (it is ranked 85th for environmental sustainability).
Russia is ranked 33rd in Europe and 59th overall, with a stable performance compared with the last Report. The country gets relatively high marks for natural resources (27th) and cultural resources (35th), due in particular to its many World Heritage sites. It also has a quite well developed air transport infrastructure (31st), an assessment that has improved somewhat since the 2009 Report. However, ground transport infrastructure (95th) gets lower marks. Safety and security issues are also of serious concern (113th), with a high level of crime and violence, a lack of trust in the police to provide protection from crime, and many deaths caused by road traffic accidents, although this is an overall area that has seen some improvement since the last assessment. more :

From the 14th of May till the 7th of September Low cost carrier Air Berlin will fly every Wednesday to Tivat. Air Berlin will fly from the following destinations:
Berlin, Dusseldorf, Hamburg, Nuremberg, Hannover and Vienna.
This is a good development. We hope we can welcome much more low cost carriers in the future on Tivat And we would recommend more flights in the pre- and after season.
